Just a quick note. When you do her personal quest in act 3, she is accused of being lazy and a hypocrite by "anonimous sources". And Kinght-Captain Cullen asks you to investigate these accusations. You then go to the docks at night and find her husband Donnic taking on a gang of bandits. One man against a dozen, might I add. And then this Guardsman explains to you how rotations are done and patrols are otorged on merit. The most capable fighters take the hardest patrols. That's what keep the casualties down.
Besides, damn bandits materialize out of thin air! They exist due to spontaneous generation! There's no way to keep that kind of thing down. At most, you can keep their population stable.
