Is there anyway to replace those scenario-driven DLCs (i.e. Shadow Broker, Arrival)? I guess story-wise it wouldn't make much sense.
How do you replay those DLCs?

I don't believe there is. There might be some way to do it through modding or cheats though.

Other than multiple shepards, it's done when it's done. Sorry bud. Do what I do and make a shepard army.

If you haven't started another mission yet, you can choose to replay the previous mission from the Load menu.
