It could lead someplace random like a wine cellar in Hightown.

Probably Orlais. That's where DA3 or an expansion seems to be headed.

Wait! Weren't they used as communication? Could be wrong though, will have to conduct further tests.

Arlathan. Tamlen saw Arlathan through the Eluvian. I'm hoping for a huge time in Tevinter underground in Arlathan.

It leads to the Omega-4 Mass Relay. This is going to be the tie-in between DA and ME, clearly.

Seriously though, the mirrors are repeatedly said to have been communication/fast-travel devices which were apparently networked throughout the Elvhenan lands, possibly by creating some kind of tunnel through the fade.
Nobody is sure how many mirrors have survived the centuries since the fall of the elves to Tivinter, but presumably those that have are all still networked somehow. As the last great city of the elves, it would stand to reason that Arlathan would have had more than one mirror. The question would be if any could have survived the sinking of the city, and what moved into the sunken ruins since the destruction?

If it would provide Morrigan with power, and it exists beyond this world and beyond the Fade, I'm not so certain it's the Black City. Isn't the Black City technically "in" the Fade? It does make me wonder whether there are any Arlathan elves on the other side of the Eluvian, though.
