I had already downloaded the DLC with the promo code, but I had to wipe my hard drive due to not being able to connect to the internet and thus, unable to register the game. I reintalled Dragon Age 2, but when I went to my registered game content to re-download The Black Emporium, it didn't show up in the list, and I can't reuse the code.

I am having the exact same problem! I guess if I would have stayed with an xbox, id be ok :-(

Go to social.bioware.com (I guess you're already here)
Log into the website
Profile > Registered Game Content
There you'll see a list of stuff. The bottom half should be Dragon Age II
Then where it says PC/Mac click "More Info PC" (or Mac, I imagine)
You'll get a link to re-download Black emporium, Exiled Prince, and Signature edition (if those apply to your account)
