Hi.

The herbalist in the gallows doesn't seem to appear for me. This is my third playthrough, and I'm doing a mage now. I'm about halfway through act one, and he's still not in Gallows. His stand is just empty. The woman who sells mage equipment is there, but not him. 

Is there something I've forgotten to do? Or is it a glitch of some kind?

I don't know if it's meant to be like this but on my second playthrough I noticed that he didn't appear before I completed the quest Long way home

Yep, you have to deliver the amulet at Sundermount before Sol appears
