Well the letter doesn't implies he knew what was going on just that he was experimenting on necromancy, for all we know Orsino thought (like any sane person would) that he was experimenting on corpses (I mean there has to be a cementery somewhere in kirkwall, though the fact that no one ever bothers to recover bodies might indicate that kirkwallers are not familiar with the concept of "burying the dead")
Unless something else comes up later in the game I'll give him the benefit of the doubt.

No, he knew what Quentin was doing was "evil"... and did nothing to stop it, for fear of how it would make the Circle look if anyone found out. You'd think he could have offed Quentin and dumped him in a sewer somewhere, if that was his concern.

Well I've already completed it siding with the mages, and the majority of them die anyways. I was intending to side with the templars this time, but after the first playthrough and Orsino going all demonic and then reading the letter again on this playthrough i realised. ^_^
But as C9316 says, it seems the majority of Kirkwall is crazy.

Yep. Real shame though it just came as a side note at the end and wasn't a real part of the story. They could have done so much more with Orsino to make me actually care for or dislike him. The story of DA2 really has potential, which is kind of a sad conclusion for a finished game.

Of course, if you use that reasoning, it's meta-gaming. At the time of the actual conflict, Hawke doesn't know Orsino was involved with Quentin (he may have suspicions about that letter, but it's also been three years and he found it at a tumultuous time; it may have slipped his mind). He doesn't know Orsino is going to turn into a blood mage. This is what he knows:

Meredith calls for the Right of Annulment solely because Anders blew up the Chantry. In short, she wants to slaughter a bunch of people for something they didn't do. Anders isn't part of the Circle. He has no ties to them. You can make a stronger case for killing him than you can for siding with the templars. It's just bad logic, at least for my Hawkes. The only way I can see it working is if you have an irrational fear of magic. Any other way, you're just punishing random innocents for the deaths of other innocents. Why?

Fair enough. I do PnP RPGs in addition to cRPGs, and I tend to play as role-player rather than a gamer. I think of what my character would know and how they would think and behave. But not everyone plays the same way. If that's how you want to justify it, fine. I couldn't do the same.

I seem to remeber the conversation in me2 where that gunnery sergeant was telling those two privates about how isaac newton was the meaniest man in space.

Pretty sure he didn't, and just knew the psycho as another apostate mage outside the circle.

Orsino help Quentin with his necromancy. He provided the books to Quentin. There is a letter that you can read in Quentins lair signed "O" from the Circle.
