It's frowned upon, but not illegal or punishable. If two qunari mate with one another out of love or lust, the resulting child will be taken and plugged into the system, just like any other child.AshenEndemion wrote...

3) falling sick is sign of weakness and should be killed.
4) Withing your rank you are allow to have sex, messing with other ranks are not allowed! it is too durty and can get messy.
5)Quanari don't need kids, they are too small, noisy at night time and whinners if you send them to do something for the good of others.

Your fix doesn't make any sense - if the mage is a qunari, he has no quarrels with his fate, if he is a sentient being, *that's* why he has a problem with it :|

If you have the traits that the tamrassan deem desirable for the next generation, you might get to breed, unless a sufficient number of others have more of those traits. Of course, you don't get to choose when, or with whom.

They might have eugenic practises? Like only allow good specimens to reproduce? Maybe birth control?
