I had a level 20 that i deleted just because pretty much lol. But hes not deleted on the site through "My Games" on Dragon Age II. He still shows up with my new character now side by side

Deleting all the game saves for a character does not delete the character from your online profile and unfortunately there is currently no way to delete them manually either.
