On my first playthrough, the Followers of She showed up in Lowtown, but on my second, they're nowhere to be found. I've entered and re-entered the area a half dozen times. I know I haven't killed any of them. They're the last set of baddies to kill to complete all the quests for "A Friend," so I'd really like to kill them. Anyone know a way to activate the quest?

EDIT: I went back to an old save, and the Followers of She show up. I think it has to do with the "Noble Agenda" quest.
