It took me a while of experimentation, having seen several posts both on the old forums and on this one Many people are confused about what to do to initialize the Leliana Romance.
I was a bit confused by this, since in my first playthrough it seemed to go completely automatic just by picking random responses, but I have now concluded what it takes as male 'and' female and discovered the triggers are different.
For a male character, the pivotal moment appears to be during the "What was a girl like you, doing in Lothering Chantry?" question that you can ask her as soon as she joins. You must flatter her with the "You know, a beautiful charming woman like yourself." line and then be careful not to talk about her 'fruit'. This is the absolutely most important part for a male character, since if you ask her about her 'fruit' being forbidden, you have blown the romance. You must instead say "Those initiates can't have been more lovely than you.". After you do this, Leliana will begin to romance your character.
Now for female, it is different. During the same line of questions, you 'can' ask her if her fruit is forbidden and it will not break the romance at all, because the romance seems to trigger at a different point. Once you get 50+ approval with her as a female, she will initiate a conversation complimenting your hair... THIS is the romance make or break question and your response will dictate wether or not she will start romancing you. Just be appreciative and flirt with her and most answers lead to the same conclusion.
Hope this helps someone who are still struggling with this issue. I am pretty sure these are the triggering questions, having tried many variations through many strategic saves. ( and a bundle of high approval gifts in stock ).

I bagged both chicks in the same game, there should be a 'playa' achievement for that.
Morrigan is easy and even after you dump her (-26) you can STILL get her back up to 100.

hmmm, I just never got a conversation from her ever. Her and Sten have had empty conversation trees since the start of the game. Lil is on 100 for me but it's always been no conversation. Same with Sten but is approval is only around 50ish.
I just assumed it's a bug and moved on.

Too funny. Morrigan was all over my character after a 2 minute chat session. Didn't even need any gifts! Hadn't even left the wilds yet and she was dragging him into the tent.

Interestingly enough, the romance option with her, complete with jealousy (over my romance with Alistair) popped up not once (I turned her down the first time), but twice in my game. I think there might be some other factors involved.
Sometime between the Circle and Redcliffe is when I dealt with the first romance and told her I just wanted to be friends. I went to Denerim last and the Majorlaine questline resumed at that point. I didn't even have her in my party at that point (I found Ohgren so much more fun after Orzammar) and sure enough the romance sequence started again back at camp. Complete with her jealousy over Alistair and complaining that I was playing with her emotions. I had to tell her yet again I just wanted to be friends.
I think she was secretly trying to sabotage my party because she kept enticing Ohgren to get drunk (not that that's hard) and then stealing his pants and giving them to my dog. I really don't want to know how she got them.

Yeah, I must lament that with the longest-term character run through (female human noble) after the talk about hair, and then shoes, then there hasn't been any conversation tree at all. Never even got the chance to ask about Orlesian bards and spies!
The other characters (including the dwarf to the left) haven't gotten very far at all.

It is also important for female PCs (and possibly males), that before you make her like you too much, you must ask her about Orlesian bards and spies. If you pass that convo tree, there is no going back and remaining romantic. If you break up with her you stay friends. (the only other possible way is to annoy her without actually breaking up with her.) Without her quest you cannot get past a certain level of affection.
