It's really too hard for me to test this, but the ability petrify with desiccate was causing brittleness against a couple bosses so I wanted to see if that's a fluke or if the '100% chance on normal enemies' should just be ignored.
If there's less than 100% chance for above normals (like elites and higher) is there a reference guide for this somewhere?
Until now I've mostly only used shield bash because it lacks the 'normal enemies' verbiage. Normal enemies are not typically worth combo'ing (imo).
Any info appreciated.

I don't know of a guide. Bosses and elites aren't immiune to status effects, but are far more resistant to them. Whenever you can, watch for the icon above a boss's head for the status effect, though I've no idea just how often they work.
To do this easily, simply set the tactics of your party to use a combo ending power on whatever target has the appropriate status effect. (IE: Target = BRITTLE then BURSTING ARROW for Veric).

You are right about normal targets aren't worth a combo, but most of the time they will die before the combo finisher goes off. Yeah, occasionally you will drop a 9x combo Maker's Fist on a mook, but not too often.

I use the tactics and know the icons. I just need to know what status abilities are actually worth taking, and that's pretty much entirely dependant upon them working on elites and above, but I don't see a way to tell from in-game descriptions, and have googled and no one seems to know or care.

With some abilities, there is a lower chance of a successful proc on higher ranked enemies.
With others, duration is reduced (Mark of Death is an easy example; compare how long it lasts on a foot soldier versus, say, the High Dragon).
I also think some abilities may have a combination of these two modifiers.
As for actual numbers, that's another matter.

Nope. As a rule of thumb, assume elites are twice as resistant to status effects as normals and bosses are about 4x as resistant. That is purely anecdotal on my part though.
