As stated above Justice was trapped outside of the fade, It was not his choice to leave, once he was outside though he started to get corrupted yes, but remember it was Anders great idea to have Justice posses him, so Anders has no one but himself to blame.

I always found it funny that Merrill says that, because it makes her look just plain negligent, she knew pacts with demons never, NEVER end well, yet she proceeded anyways and got people killed unfortunately :-(

Justice would never have considered it if Nathaniel hadn't persuaded him that possession of a living body would be OK with the host's permission - goddamit Nate.

Justice also kept on at Anders about how unjust it was that he was free but his fellow mages were still oppressed and that he should do something about it.

So it wasn't just Anders coming out with "hey you know what Justice old bud, want a new host so we can go bbq some templars?" It was a chain of events influenced by the party members of awakening that led to the DA2 pairing that we've come to love/hate.

Justice was not exactly an unknown spirit. Benevolent spirits have long been known to the Circle and he was not the only one. I thought Merrill's comments where pretty silly. She never met Justice or knew any of the things he did in Awakening. And I thought he was easily the most noble character of all the companions. Unsurprising really, since his entire character was about justice. There really isn't any evidence that Justice was actually just a manipulative demon in disguise the whole time.

I imagine Merrill thought that she would be the one to pay the price and that whatever price she paid would be far less than what she could get for her people.
