So I've flirted with him a lot, I haven't pursued a romance with anybody else beside flirting with Anders once to get approvel, but that was in act 1. I did the "A Bitter Pill" quest, employed the slave girl, and I let Fenris kill Hadrianne (don't know how to spell the name) But when I returned to the mansion he didn't even mention staying the night! As far as I know he should have. So what am I doing wrong?! My approvel is just about maxed out too!

Have you done "Questioning Beliefs" yet with him?  You need to complete that quest for the romance to be active, I believe.  If you haven't done that the option for him to stay won't be there.

If thats the conversation in which Fenris is drunk then talks about how he escaped as a slave, then yes. And I chose it least one flirt option in that conversation too!

Yeah that's the one.  Hmm...this is where my expertise ends. I'm sorry.:?

Looking back at your original post, I have one more question.  Was there no heart icon there at all (at the end of "A Bitter Pill")?  With Fenris you have to initiate as he doesn't really.

The only other thing I could suggest is to leave the house, come back at night and then see if he is there waiting for you.  Gah...sorry.

Ugh, well thanks anyways. And yes, there was one heart icon at the very beginning and I did chose it, it was something along the lines of "I was worried about you". Dam you Fenris!
