I've read about the decision not to give Merrill the tool during her first companion quest earning someone more than a 100 rivalry points and that the amount is conditional. So i'm wondering, what effects the amount of rivalry gained and if there are any other events similar to this?

All depends on the character. If you go to the wiki it tends to list which quests where give rivalry or friendship. Gifts will give rivalry or friendship dependent on the path you are already on.
