Champion's Warstaff only has 1 slot (I added the slot to all 3 of the Champ weapons), unless you are referring to the Parthalan? You can easily add the extra slots in your save game using the pyGFF editor though.

While in game, open the inventory and unequip that sword. Do not do anything else in inventory, rather close it and save the game, preferably in a new slot to be safe (and just in case, make a quick save too :) ). Then exit the game and open that save with pyGFF. Go to party members section (16003 I think it was), open the backpack and that sword should be the last item on the list.

Open that sword and then open the ITEM_PROPERTIES section. Look for a line which has value 8000 in it, remember the line number. Then open the next section, labeled something like ITEM_PROPERTY_VALUES or so, basically next from properties. Click on the same line number what 8000 had in previous section and look below for values. One value is a long number, another will be short, like 1.0, change that short number to 3.0 and then save. Then also use the "Save As" feature in pyGFF, you can save the game with the same name, just overwrite the old one. Now when you go back into the game, the item should have 3 rune slots. You can add up to 5 slots like this (well, some have said adding even more but game doesn't show more then 5 so no point).
