I know I read that you are suppose to get it in Denerim.  Something about a random encounter.  I've done every quest you can do besides the dwarf area and since he's
a rogue like me I didn't have him in my group til I realized I hadn't
done a personal quest with him. So I've gone back to Denerim with him in my group and gone everywhere I can go ie.. back alleys, pearl, desserted building, but nothing.   Does it only happen once you can get into the Alienage?  Or did I somehow miss my chance.  Any ideas?

It happens when you're sent on a quest to a specific place in Denerim. It's a fairly late-game plot point, it doesn't happen until after you've completed all the stuff with the treaties.

So it looks like I haven't missed it then. I still have the Dwarf treaty to do. I've been trying to improve my approval with all my characters and since I told him I chose Alistair over him his numbers went way down. Thank you for replying.

Happens around the Landsmeet. You'll get it eventually. Just eh, word of advice. If you want a happy ending, get him to 'warm' before you go there.

Well, there are three ways that encounter can end. One is happy, one is not, and one is very enlightening as you can question him about a few things afterwards that you cannot under any other circumstance.
