Erm..I'm pretty sure that its been confirmed that Liara becoming the SB is canon, meaning the she WILL become SB whether you help her or not.
She's unlikely to be a Squaddie because she's more useful providing information, she may join us for the final battle though.
I have no interest in Illuminati conspiracy theories and they have no place within the context of the Mass Effect universe so I'm ignoring that part of your post.

I think Liara might become one of the main quest givers in ME3. Just a wild guess on my part, though.
Liara: "Shepard, I need you to find me the Sword of Eons and bring me 5 fireflies. I will pay 10 gold each"
- This isn't that kind of game Liara
Shepard: - - OK
- *kill villager and loot body*
*kills Liara*
*Loots body*
One credit Chit "found"
*runs from town guards*

Also, I think the role of Feron and the Broker's VI assistant is also an important factor to bare in mind. The VI is a useful plot device in that it allows absolutely anyone to make use of and command the Broker's network and resources. Secondly, Feron was one of the Shadow Broker's top information brokers, clearly more experienced in the matter than even Liara herself.
Therefore my money is on Feron being tasked with running the network in her absence with the assistance of the Broker's VI so that Liara can rejoin the Normandy in ME3.
I believe under such as scenario she could act as the Shadow Broker's personal assistant on the Normandy in much the same capacity that Miranda acted in on behalf of the Illusive Man in ME2.

And I see Liara as a very important character in the Mass Effect universe and with her being so young they can easily push the story forward 500 years after the Reaper invasion and Liara will still be there and can help the next upcoming hero. Assuming there are Mass Effect games released after ME3, and the whole universe doesn't just die.

Another thing to think about: if you went Paragon route and told TIM to go f*** himself at the end of ME2, then someone is going to have to give quests/provide intel. I think the intel provider is going to be Liara regardless, seeing as we can't trust TIM after the crap that he pulled in ME2.
Idk, just my 2 cents...

Also Liara will 100% NOT be squadmate in ME3.
At least not permanent squadmate( maybe 1 mission as temporary).

If you're a knight, you don't form your own round table and expect the king to join.
Eh, so we've got confirmation that she'll be "playable to some extent." Color me a happy admiral. Now let's hope they don't botch the whole Shadow Broker thing, hm?

Liara probably won't be a full-time squaddie but she will likely play a significant role in the game nonetheless
