As you can see, it outperforms the best spirit (!!!) dagger enchanted with Devastation vs a spirit-weak enemy (the damage gap between Volcanic and, say, Low Blade under the same conditions is enormous). I do not have any +X% physical damage gear on. Please note how Volcanic's damage spikes after Mark of Death: it's only logical, since physivcal weapons main weakness in comparison to their elemental counterparts is they are affected by armor (=additional damage resistance). With Volcanic, Blood Feud with its 'target damage resistance temporarily 0%' property will finally get a chance to shine.
Is that legit? Technically, yes, it's perfectly legit. Anyone can equip Defender of the Wall (that appears to be the best Act II DW weapon, hands down) and Volcanic shields, provided they have the required attribute scores. It's just there is no real reason to equip those shields for a mage or an archer, unless they wish to enchant the items in question with RoFs, and then switch to them when opening chests with pre-set substantial gold rewards to maximize the revenue.
In my opinion, it's similar to dual-wielding Celestial Fury/Melf's Minute Meteors in BG2: hardly game-breaking, but somewhat cheesy, no doubt. Decide for yourself. Still, if Bioware leaves such options open (there are 5 cross-class weapons/shields in this game, mind you: Volcanic is not a sole exception), there is no real reason not to give it a try, at least.
