I refuse to listen to your rational doubts.  They need to make Sten the next Arishok no matter what.  Cookies are an unalienable right that has yet to be bestowed upon all Qunari, and only Sten can bring that to pass.

Two possibilites

a) agents of the Ben Hassarath are given special dispensation (perhaps through superstitious blessings) to interact with bas saarebas because they'll be in foreign lands (Sten certainly doesn't panic when talked to by mages)

B) Sten "forgets" to mention this in his report.

Before my Inner eye, I see then coming back to par vollen, trying to open negotiations between the new queen of ferelden and the Qunari, and getting murderknifed, because rumor has it, there were mages involved in the saving of ferelden. Now THAT is an epilogue slide I'd enjoy :P

I still think the Arvaraad was just seriously pissed off at you and spoiling ofr a fight rather than actually citing some strict bit of their operations manual.  The ability to live *alone* among humans for over a year would probably be considered something in Sten's favor, not his detriment.

Plus, we need it to turn out that the Ariqun and Arigena are both currently female (the Arigena always is, the Ariqun sometimes is), and poor Sten is henpecked.

No but seriously, I think Sten would make a fine Arishok. Unlike most Qunari, Sten actually experienced the outside world and could have even left with a positive impression. Or at least, he has a more informed opinion.

One major weakness of the Qunari, I believe, is their seemingly weak diplomacy skills. I think Sten, in spite of his "no"s, can do a bit better if he wants to.

Hm... he is a Beresaad. It's his job to scout for the Qun, so they have to suspect that the Beresaad have contact with mages.

Maybe they.. uh... "decontaminate" them if they come back? Like T'pol in Enterprise Image IPB

Or they get tested and reeducated by the Ben-Hassrath as soon as they come back.

Sten approves of placing women in charge of administration (like Bella) as the Qun teaches, he wouldn't mind. :P

There may be more to the "mind" than priests. Anyways, having a female at the top would make sense for them as they're seen as inherintly better at organizing than males.

If women can never be warriors under the Qun, why did the Arishok want to duel femHawke?

What if it's a female Qunari saarebas? Still can't fight in the military? Must do admin tasks for the other saarebas?

The Ariqun represents the "soul" side of the triumvirate, which coveres both priests (females) and ashkaari (males).  Thus the Ariqun can be drawn from either of those groups and be either gender.  The Arigena, on the other hand, represents the "mind" side of the triumvirate, which is the administrators and the craftswomen.  So the Arigena is ALWAYS female, according to Mary Kirby.

The Arishok, on the other hand, is a soldier and thus is always male.

There are females in the military working with distribution of supplies.
