I don't know if he's a spineless coward, but it's not his fault that Hawke is tasked with dealing with the Arishok. The Arishok is responsible for that, since he refuses to deal with the Viscount. To be honest, I felt like he was actually as effective a leader as he could possibly be, given the situation he's in, stuck between numerous powerful factions.Captain Cornhole wrote...

I have to admit it was a bit difficult siding with the mages at the end when nearly all the ones you ended up talking to throughout the game were evil blood magic practicers (looking at you Merril) or abominations. -sigh-

Merrill is racist... she called Hawke a shemlen and Feynriel a half-breed... 
To be far, most of my Hawkes are far from paragons of truth and justice. They tend to be assassins, liars, and murderers, who do whatever it takes to gain coin and political status. "So Torpor, you'll give me 1337 skillz in exchange for this innocent boy's mind? Yeah, I'll take that."
So I can't really throw stones... Hawke is easily the worst of the lot, in my games at least...
