I completed "All that remains" quest with Gascard DuPuis and all other quests before "To Catch a Thief" but Gamlen and the Urchin kid are still present in Lowtown. "To Catch a Thief" shows up on the world map but it doesn't shows up in Lowtown's map, instead the arrow keeps pointing at the urchin kid. I can't complete Act 2.

If you open your map when in Lowtown and highlight the arrow over the Urchin, does it say 'All that remains' or 'To Catch a Thief'? Also, what does your journal say under 'To Catch a Thief'? And are the shimmering gold markers on the ground (as there were in Hightown)?

I have this bug too. You don't want to talk to the urchin.

If you chose to help Isabela, you have to have her in your party when you go to Lowton. Ignore the urchin. If Isabela is not in your party, the update point for the quest will not there.

Conversely, if you chose only to help Aveline, just go right to the compound (I think. I haven't actually done this yet, myself.)

The beginning of the Isabela quest requires that you take her with you to The Blooming Rose and go up to the top floor. You then go Hightown > Lowtown > Docks

...It does? I've only ever taken Isabela to the Foundry area in Lowtown.

Highlighting Urchin on the map it says "All that remains". "To Catch a Thief" in the Journal says to go to Lowtown to help Isabela.
