It's certainly beter than DA2.I have played previous Bioware games like KOTOR, Jade Empire, and ME1 on 360.

I first got ME2 used at EBGames then when I got home I saw the Cerebus Network was 1200 points, I took it back and exchanged it for a new copy. It turned out cheaper buying new than used since I got the CN with the new copy. Cerebus Network for 1200 points now though with it basically shut down as far as information feed goes it extremely overpriced. It was just overpriced before but now extremely.

If you think of it in another way. It is their way of apologizing (if they gave ME2 free to people who have already purchased dragon age 2).

The offer page is active now. And yes, it works for those of us who preordered Dragon Age 2. Honestly, I was going to buy ME2 eventually, so yes, this adds some value to my DA2 purchase. I was disappointed with DA2, but this helps make up for it.

Cerebus Network on XBL is 1200 MS points. That's more than 7 dollars alone. You get 1600 points for 20 dollars so that's about 15 for the CN.
