In the starting town (I don't remember the name offhand), there are armors listed which are not what they claim. For instance, Full Plate +1 states that it has the base armor class as full plate, but it doesn't. Unlike normal armors, the base ac and skill penalties are not listed. The only thing in the item description is the material and the +1 bonus. This is true of all the +1 armors I can buy. What is going on here? Is this a bug or am I not understanding something?

Sounds like a problem with your .tlk file.
Alternatively, could be a problem if you installed any overrides that change all base armors.
