If you want to try to justify that by saying "It was caused by the lyrium ritual" his eyebrows should have been white as well.

Leaving out the unnatural shade of hair, I really don't see the problem with the light hair/dark eyebrows thing. My brother and I are both blond with dark eyebrows, nothing weird about it.

Also, does he have some stubble? I can't help but see some stubble on him, but since elves can't grow beards...

My own list has to start with Quentin. There's one shot of him that ruined the drama of the moment for me.
Ser Varnell was strikingly ugly (I think he has Creeper Hawke hair...)
Preset 3 Bethany, I'm pretty sure she has a unibrow.
Ofc the "silent elves" that have been mentioned quite a bit already...
Oh, and Delilah Howe! Nathaniel managed to get hotter, so what the h*** happened to her? Must've been some cameo disease going about, with so few survivors.

I'm going to just shut my eyes here and imagine that by 'repulsive' you mean behaviorally, not physically.
In which case, it's a throwdown between Quentin, Ser Alrik, Petrice, and Emile.

Quentin was creepy as ****, and this is coming from a person who usually likes antagonists. I actually felt like I should run and shower after All That Remains. And then I had nightmares. Literal nightmares.
There is a limit to just how much bat**** crazy I can take, and sewing a jigsaw replacement wife out of dead people is so far past that limit it defies belief.

Ser Alrik. As if making mages tranuil against their will (and bypassing the law to do so) wasn't bad enough, the rapist **** threatened my sister and her apprentice. That is utterly vile. He deserved everything he got.

Petrice... okay, deliberately exacerbating the situation between Kirkwall and the Qunari aside, I really hate being used as a pawn in someone's political machinations. Especially when I'm being used against people I kind of like. 
When it comes right down to it, though, Petrice was really more irritating than anything else. If I didn't despise her so much, she probably wouldn't be listed here.

Emile, I'm probably being unfair about. He was an idiot, but a harmless one.
That said, his dialogue with a female Hawke makes me want to vomit and I hate his stupid haircut, so here he is.

Tahrone is so gross. Yes, it's mostly the lipstick, but still she is repulsive!

Poor Emile de Launcet is also abominable, but his lines are so ridiculous that I still enjoy him. Poor guy, he thinks it was only being in the Circle that kept him from getting any.

And Orana - sweet girl, but not at all pretty. But, at least she is talented on the lute!

I think what bugs me most about new elves is some don't have eye brows. That makes them look even creepier. I think Zevran among those non-eyebrow crowd, I usually end up not looking his face but his dialogues are so damn fun.

I don't think Emile is that repulsive. His hair cut makes him look like an idiot but unlike Thrask's daughter or others I mentioned his looks/voice acting not making a teribble combo. I think his mother more annoying than him.

Zevran. Sad to say, not that I found him that attractive in DO ( he made up for it in personality in spades. I still couldn't help but to flirt with him. A shame Fenris isn't the sharing type) but the new elf build made them turn his face into a moon pie. (Shiver). Other honorable mentions where Orana ( Cheekbones and bug eyes) Emile ( Oh dear lord ) Anders ( Beady eyes and nose nose nose)

Only 1 person comes to mind, The Templar Lieutenant from "Midnight Meeting" in Act 2... She seriously looks like an alien.

As far as behavior goes, I found Grace, Quentin and Fenris most repulsive.

Grace just makes me wish I can kill her when we first meet. You show the ungrateful **** mercy after her blood mage buddies attack you, agree to buy her time to escape even after she asks you to murder an innocent and good man, (Thrask) risk your own neck, lying to templar and for what? For her to show up in the Gallows two years later, blaming you for her capture.

For me, the only one who really creeped me out was Zevran.     

Someone hated Zevran, or his fans....or both!   So they smashed him into a brick wall and waxed his eyebrows.  

Poor, poor Zev.

I like Donnic's face a lot. He's not particularly attractive, but I think it both suits and evokes his personality.

Easily Quentin, Ser Alrik, and Danarius. Ugh. They were each ten kinds of awful. And Petrice and Grace. Come to think of it, there were a lot of wicked crazies running amok in Kirkwall. Hubert was also a ******. But hey, sometimes my Hawke slipped and fell off the high road as well (sorry for what I said about your son, viscount ).

Awww. I liked Tomwise. He had a shady face but he seemed nice enough, for a poison-brewing elf with a slick name. I wouldn't mind seeing him again in a Corff-like capacity, just a random NPC with some rumors to share. He seemed like he could've been a colorful guy. Actually, all of the vendors from Hawke's past seemed pretty colorful in the brief conversations you had with them.

lol. I just mentioned it because at least four posts on this page alone have assumed OP meant repulsive morally or otherwise, so if he intended the thread to be only about looks then clarification would help his position.
