Wardens don't get involve in politics and could anger potential allies in the Qunari if they fought, not to mention the fact that Wardens can't get involved in every little skirmish lest they lose most of their Order and thus are weaker when fighting Darkspawn. The Grey Wardens aren't mercenaries and must deal with the Darkspawn and whatever is in the Deep Roads along with some strange and intriguing bit of info from Avernus and Nathaniel.
Seconded. Just because OUR Warden being directed by us may have saved every kitten he or she saw in a tree does not make that the official policy of the Grey Wardens - in fact, we were only given such autonomy because we were essentially cut off from the entire organization, alone, and facing a crisis. At some point Riorden actually says that the Wardens from Orlais might just let Ferelden burn without help, so they aren't weakened in their ability to deal with the darkspawn when they spill out of our borders. That's pretty much the ethic Grey Wardens as an organization has. In peace, vigilance. In war, victory. In death, sacrifice. Right?
Some of my Wardens took that with a grain of salt and decided to embrace their personal ethics instead and do good whenever possible, and others were more hardline and if it was expedient it got done and if it wasn't well I had a blight to contend with. Being sent on the Sacred Ashes quest was very annoying for some of my characters who really just thought "Hey, I just killed that kid, leave the room for 10 minutes I'll kill this old guy too and we can get on with assembling the army, because I still have some Dwarves to see before we roll out."
Grim and to the point is the Order. Duncan cut Jory down and you drank darkspawn blood while his blood pooled around your feet. Brutal is their business, but they are needed - and with the blight over, they have to survive to see the next blight to save us all again. Priorities - none of which involve helping innocents get out of Kirkwall's flames.
