For most northern noble families, having a Stark in the north would legitimate them. Hence Stannis offering the name to Jon (who´s also Robb´s heir if that goes anywhere), Tyrion marrying Sansa, or fArya, or the Maderlays´ condition to help Stannis. What some people seem to miss is that the Starks inspired such loyalty on most subjects that they would indeed rise under one even if s/he appeared out of nowhere. After that, it´s all about defending the North.
In a way it´s the status in Dune after the Emperor-Harkonnen coup. The North are the Fremen.
So why was it not enough that there might be a Targaryen heir who was a Stark, when Rhaegar and Lyanna ran off? Forcing a girl to marry your heir while you're cutting down the cream of the Northern crop is not the way to win friends and influence people. And, the North remembers.
