I think that Jacob is designed to be more like a Vanguard. Hence why he has a shotgun.

Also since he has the pull ability he doesn't really need a long range weapon like an assault rifle. All he needs to do is use his biotics to pull his enemies close enough to give them a little fun time with his shotgun.

If he's a "biotic soldier" (right?), wouldn't that make him a vanguard? Able to use a shotgun? And, since no one aside from Soldier Shep should be able to use both shotguns and ARs, give him a shotgun.
Oh, but Ash should be able to use both in ME3... and a sniper rifle.
