How late in the game can you romance a character? Can you still get them in Act 3 or do you need to start in act 1?

You can start in Act II, but if you have not flirted with them by the time their Act II Questioning Beliefs is done, then it's too late.

Unless you are romancing sebastian, sex must occur in Act 2 for romance.
