Apparently when you confront the slavers who have Fenyriel, you have a option to throw a dagger into the throat of the slaver holding him hostage. I just don't know how you get that option?
Darn, how to trigger this in Wayward Son?

maybe by having enough of the appropriate dialogue (angry or whatever it's called)

My best guess is that it's class specific or that you need a certain level of a stat (probably cunning or dexterity) to have it show.

You need to be a rogue, and not have varric in your group.

It happened to me when I used the Wit/Charm options. T'was awesome. Its either related to having a dominant Wit/charm personality or being a Rogue.
edit: Just confirmed it from the strategy guide. Its a Rogue only option.

The wiki also seems to suggest that it's possible by having a dominant aggressive/forceful personality.
I was playing a rogue who was that, so...it's definitely one of those two things that allows it.

Personality of your Hawke has no effect on the knife throwing option. It is a rogue-specific option, nothing more.
