Robe of the Champion or Robe of Unblemished Cleaniness or Robe of the Champion?
Final Thought or Cold-Blooded?

Final Thought will give your spells more damage.

That does not make up for the much higher dps that Final Thought has. The staff dps has the most effect on your spell damage. If you have some staffs in your inventory swap out different damage staffs and look at your spell damage.

What about Robe of the Champion vs Robe of unblemished cleanliness? + 24% damage for every element is just too good.

Robe of cleanliness is best. But you are not going to be able to afford that robe AND Final Thought.

But cold blooded has +30% cold damage, which is the same element as the staff, I think that makes up for lower dps.
I guess it depends how you're playing the game. I never play a mage, but try getting Cold blooded for Merril and Final thought for Anders. Coincidentally I make them use ice and spirit respectively.
For the robes I'd go with unblemished cleanliness.

It's not about making up for the staff's dps, spell damage is calculated by the base damage of your staff.

For example, take the spell Fireball, it's damage is calculated as 1.3X base staff damage.

That means if you have a staff with a base damage of 10 equipped, Fireball does 13 damage. That's why it's usually best to equip whatever staff you have that has the highest base damage, as all your spells that do damage are based off of it.

The +%elemental damage has an effect on staff dps, but not on staff base damage in spell calculations, so it would only affect your staff auto attacks and your cold spells, whereas a staff with higher base damage will have higher auto attack dps and will increase the damage of all your spells that do damage, not just cold based ones.

Take into account also that magic gives a static boost, which mitigates the weapon base damage difference. But I see your point, I was just trying to make it a less obvious choice and put more thought into it.
It's really an issue with how he wants to play a mage, I use them more for support so damage is not all important.

This.

The less elemental bonuses you have, the better Cold-Blooded becomes.
The higher your magic score, the better Cold-Blooded becomes.
At 60 magic and +70% cold damage, Cold-Blooded's +30% bonus(for a total of +100%) pushes it ahead of Final Thought. Not to mention your staff DPS quadruples against enemies weak to cold, and doubles against everything else.

Final Thought is good due to its unique ability to restore mana. however with the way game mechanic it not needed. It has highest base for spells however its physical what makes it weak among staffs.
If you are not a type to juggle staffs then final tought would be good choice. otherwise use whatever best staff for given weakness you have.
Cold-blooded is good staff for cold , probably best unless you get some generic one on high lv. However i wouldn't give it priority so check what you want.
You probably will be able to take cold blooded act2 and Robe of Unblemished Cleaniness after few quests in act3 if you dont spend too much on other stuff.

Does anyone know the name and the stats of the blood magic staff you get from defeating Xebenkeck?

I screwed up that quest, so I never got to fight him.

Thank you guys for your helpful tips and advises. :)
But what about the robes?Complete set of champion armor has some decent buffs, especially magic and attack buff, does that make it superior to Robes of Unblemished Cleanliness?

I haven't made it far enough in the game to try either the Champion or Robes of Unblemished Cleanliness, but I've seen some youtube tutorials that suggest the R.U.C. is perhaps the most powerful armor, even for non mages such as Rogues because of all the elemental damage bonuses.
