I don't think you can invoke the right of conscription whenever you like on whomever you like. I doubt trying to conscript the Viscount would work - you have to work within the politics. Duncan was careful to not abuse it so that he could still do it. Try and conscript the entire royal family, and you'll suddenly that "right" is no longer acknowledged.
If it important enough (during a Blight), the right of conscription can be used on anyone the Warden-Commander wants.

Maybe not, but if they do take DA3 to that direction, I think it would be interesting.

Warden: Hawke!
Hawke: Warden!

And then Hawke would explode in an AWESOME cloud of gibs and blood.

It'd start off talking about the family... and then would lead to a discussion/argument about how blood magic is evil because NOTHING good ever comes from using it.... And then there might be a fight... But I couldn't kill my cousin! Even if he IS a douchebag bloodmage.... And then we'd go on a grand adventure... maybe even to get my DemonGodBaby back.... Or to have tea time with Flemeth... (Me and her are on good terms.)

Would the Warden beat Hawke? It all depends on your Warden and your Hawke.
Would Pikachu win Raichu? Yes, in the right hands
Pokémon again, Chew? You really shouldn't play those. They're for little kids, ya know;)

They would probably disagree about the use of dark magic (ie my hawke uses bloodmagic and death magic) though in the end she'd except him as long as he used his magic for good.
She would also find it curious that Anders was dating her cousin, as she had no idea he was gay. She would also tell tales about her and the kings lovely adventures across ferelden.

The one who hasn't played Pokémon in his/her life, has had no childhood...
