They've been making games for over 15 years, and yet none of their franchises has had more than 2 main titles thus far, Mass Effect 3 will be the first.

There's not necessarily a concrete reason for that. Sometimes it's based on lack of sales. Sometimes development teams want to change gears and make a completely new IP. And it could be a flurry of other reasons. If you're curious about BioWare's choices on sequels(or lack of them beyond 2), I'll link a documentary on it.
