Are they saved like in DA:O or not, like ME2?

Well, if you click My Games->Dragon Age 2 in the bioware social network page, you'll see your character, achievements etc.

Just to eliminate the obvious: Make sure you're connected to the internet and signed in with your account when you fire up the game. As well, check in the game options to make sure you don't have the automatic update turned off.

 I have it all on. 
So far I've got 2 characters; one is updated correctly, and the second one is not - on my profile it says that he is lv 7, but I've beaten the game with him, lv 22.

Maybe you will have to load a save with your first character to have his profile updated.

For the profile not updating at all, I had this issue too, it was solved (mostly, level & stats of my current characters are updated, but not his inventory) after I disabled the developer console, you may try this as well, if you enabled it.

Why doesn't my profile update?

If you have the developer console enabled, for some reason it won't update your online profile.
Launch the game directly from the dragonage2.exe, play for a few hours and then check your online profile. The character you played as will most likely now be updated. Do the same wih the other character to update it.
