People should not make assumptions that people have played some addional content. (DLC). Point is if those DLC explain something between ME2 and ME3, that's great. But start of ME3 should not leave people cold, who haven't played those DLC's. Meaning it has to make sense too for them too.
Our goal is to make sure that when you start playing ME3, you are brought into the story line in a way that the game will "make sense" - regardless of having played the DLCs or even ME1 or 2. Heck, even players of the past games may need a refresher depending on how long it will have been since they last played. We're looking into creative ways to do this. And no, that doesn't mean "it doesn't matter if you played the first two games or not" - there's no desire to invalidate loyalty to the series
