He is not in Gallows how he supposed to be. Any idea why?

If you're at the beginning of act 1 he'll show up later (much like many of the quest givers in Hightown)

Thing is, in my other playthrough, I recall being able to get the quest before going to The Bone Pit. I can go to it now, but Solivitus isn't in the Gallows.

You should still be able get the item off the dragon at the end without the quest. A lot of act 1 quests unlock based on getting anders or merrill (as in each one opens certain quests). If you manage to get up to the second portion of act 1 (Act of Mercy, Shepherding Wolves, and Enemies Among Us) and still don't see him, let me know and we'll look in to it.

I got Enemies Among Us at the moment, not the other two. EDIT - From another topic on the matter

My mistake. Acoording to the guide book it is not Cullen, it is Merrill who triggers his appearance. He only shows up after "A long way home" not after "Enemies amongst us".

I got Merrill, he still hasn't appeared. Bug?
