I have completed the game 5 times now and only gotten this once.
What is the trigger, or the other-quest-string-time-span that this is available?
I NEED those two attribute points!

I think it is an import where Avernus wasn't killed in the Warden's Keep DLC.

Loading a save in which you didn't kill the Blood Mage from Warden Keep DLC, you get the quest the first time you go to Coast if you didn't you didn't load the right save or pre-set background.
