i came up with an idea that udina can pull a 2003 bush act by declaring mission accomplished (( refering to the batarian space incident with shepard)) the council can agree to cover it up and keep the (( reaper)s) a urban legend or fairy tail.. during this time shepard can prove to the council and to the allies of citadel space that the reapers are indeed real and are here, not only would shepard gain the allies trust but also exploit udina and the councils cover up of such an event
