Elthina.

I think the grand cleric was obsessed with refraining from letting her hands become involved in "worldly" politics. Elthina didn't want to risk the Maker turning a cold eye against the reserved spot she'd made in Eternity. So she sat on her own hands while letting Meredith have free reign to be Bad Cop. Elthina would tell herself she was a "good person" by pretending that she alone could be neutral while denying one of her chief responsibilities.

Her twisted desire paid off when she became "martyred." To the end, "everybody" believed she'd kept her soul clean/bright/pure according to her interpretation of what her Maker wants. Remember, that one she never shuts up about. Or Sebastian never shuts up about. Same thing. Nothing else seemed to hold import as much as performing her plausible selflessness via patronizingly passive-aggressive sermons to uphold a belief-system that ensured her own "legacy" as she feigned distance above death/brutality/oppression. No doubt she actually believed in her own spew. Such things were happenstance accessories in service to her ultimate goal.

Her decision to stay in the face of danger wasn't grounded in humanitarianism. She just didn't want to eventually show up before her Maker as a coward if she had caved and swerved from the prescribed path. Elthina's brand of faith always gave her contentment with the burning fuse. Whatever will be, will be. No one could force her to acknowledge the real world, because that would compromise the piety cred she'd been building up. Hmm, that's an understatement.

Elthina played for self-gain as much as anybody else. All her preachings about the "Maker's Will" carried an unspoken element. I just happen to be a highly-evolved version of Petrice. More so than what was already on paper.

Meredith was the sane one, by comparison. She owned her actions even through her insanity. Meredith knew the reality of her monstrous acts and even hated herself for making the choices that she believed were necessary. She managed this even through the effects of the lyrium. In short, she was every bit stronger than her superior.

Elthina's insanity was inborn, allowing for acceptance of barbarism that she knew was being committed every hour. And I'll bet she constantly commended the predators and victims alike to her Maker. Of course she couldn't have allowed herself to be just a good person. She would've needed to be tireless in her praise for Him.

There is no evidence that Templars were flouting Chantry law.  Only that one Templar(Alric) was.  The Knight Commander is no more complicit in the actions of one Templar than First Enchanter Orsino is of mages who openly flout Chantry Law by practicing blood magic.

One cannot have it both ways.

I think we're quibbling over things like "level of proof".  I consider "ambient game comments" to be evidence of what is claimed to occur.   Your level of proof requies direct [proper] in game evidence.  We're talking about a video game so obviously we're not at liberty to do a proper investigation because the game isn't coded to allow for that ....

For me I'm personally convinced beyond a reasonable doubt that Meredith was either actively involved or knew that the questionable behaviour was going on and did little to stop it.  I'm of the opinion that the GC was hoping to talk both sides down but didn't act quickly enough ....

My point, with regards to the "level of proof" is that one cannot make the claim that Meredith is complicit in bad actions based on "ambient game comments" and not make the same claim about Orsino being complicit in bad actions(as there is enough evidence, of any kind, about blood mages within the Circle...).

Whether one believes various things should be considered evidence is up for him/her.  I just have a problem with the hypocrisy of the viewpoint that X type of evidence is enough to convict Meredith, but not Orsino...

I don't [by any strech] think that Orisino is pure or innocent here. I'm willing to say phoeey on all of you and wish that I didn't have to back either of those losers [even though I'm fine with having to fight & kill both if the game/story demanded it]
