Yeah only the Divine can declare an Exalted March which can involve the forces of multiple nations. More or less like a Crusade.

As it is, Meredith believes that killing the Mages in the circle is actually helping them - in the sense that by killing them, she removes their possibility of being possessed by demons (frankly, every one of them who was given the chance had already embraced the demons). It might be good, but I think it'd be a greater reflection of her character if this was Meredith's decision alone.
This is her duty, this is her city and these are her mages. She must protect them from themselves, and from anyone else, the Maker wills it and nobody's going to tell her otherwise.
Hawke's input is in helping Meredith to salvage the situation, helping Cullen, making it worse with the extremists or even siding with the Divine's forces.
If Hawke or any external input is precluded, then we need some sort of flashback on Meredith's part. Most likely a sequence about her sister, with possibly a monologue like her final "what if this is all madness" monologue. Only instead, have her question herself "Is killing the mages really the best way to help them? Is this the best way to protect Kirkwall?"
As for Anders, I've always wondered why Meredith didn't pull out that Lyrium Sword to slice him in half. My Hawke would have gladly given her the permission. Perhaps she was secretly grateful to Anders for providing an excuse for invoking the Rite of Annulment? In that case she is ultimately a bloodthirsty Mage-hater after all.

While killing some mages to prevent possession may be viewed as necesarry by her, outright slaughtering all of them for a crime they didn't commit is too much.
Remember in this scenario she still isn't "nice" to the mages, but believes in her duty to protect them no matter what.
That said more characterisation is always good, and having her question herself in the situation is too.

Woman in a position of power (okay debatable). Corrupting the ostensibly incorruptible? What's not to like!
And Petrice is pretty. People are distracted by their hatred for her, but physically she is attractive.

There should be a Petrice thread, I found her an interesting character. I can certainly play devil's advocate (I can do that with both the Arishok and Petrice cause I am that awesome).
