OK. Here's a solution for those (most, actually) who have authorized their DLC once before Saturday.
If you were lucky and have already authorized your DLC BEFORE EA's server crashed (i. e. Saturday) then do this instead of messing with Addons.xml:
Log out or disconnect your machine from the internet. (Methods may vary here)
Look up your "downloadable content" tab in-game. DLC should be "Enabled" and the "unauthorized" tag should be gone.
Resume a saved game. DLC should be active.
This worked for me. You can find more information (especially a solution for some Ultimate users that can't use my method) by following the link in my sig and reading through the thread.

Good to hear that. Meanwhile, servers are back online, bit DLC still isn't working properly, so it's still LOG OUT for me...
