Bad time for the issue to pop up, a possible weekend.
Then it's not our weekend being spent trying to solve it, I'm going to sleep happily at that.

"Locate AddIns.xml in "C:/Users/(Username)/Documents/Bioware/Dragon Age/Settings" and edit it using WordPad or any XML editor.
Replace all RequiresAuthorization="1" with RequiresAuthorization="0".

and i can PLAY!!
but i totally agree with spoe71 & ecpyun. i HATE this pseudo-DRM crap that only frustrates people who have legitimately paid for the game. i can't tell you how much time i've spent trying to get this DLC to work.
anyway - hope this helps someone else!

@Steelrose0, that worked for most of my DLC, but strangely not for Leliana's Song or Witch Hunt. I'll just keep playing offline =/
Thanks, OP, for letting the rest of us know what's going on. I totally appreciate it.

I dunno, I think Ubisoft holds the title for most ridiculous DRM debacles with their permanent internet connection requirement in Assassin's Creed II.spoe71 wrote...
I don't know why it happened, but it's a silly thing TO happen. I mean, one can expect random server issues in an MMO, but for a stand-alone game? Whoever had the idea of linking the game to some kind of authorization server should be demoted to mail-room cleaner.

Careful, that has some wonky side-effects. I did that about a half hour ago, and it let me load my saved-games, but all my DLC items like Battledress, Helm of Honnleath, and Vestments of the Seer were gone.

I saw Wynne in her undies...
Strange, I still have the Battledress and the Vestments of the Seer.

i didn't know anyone else was having this problem, so 7+ hours ago i talked to a tech for an hour, uninstalled, reinstalled, still not working, etc etc... finally found this:
"Locate AddIns.xml in "C:/Users/(Username)/Documents/Bioware/Dragon Age/Settings" and edit it using WordPad or any XML editor.
Replace all RequiresAuthorization="1" with RequiresAuthorization="0".

and i can PLAY!!i hope i can keep playing for a while.... (last week a different tech had to manually authorize the DLC on my account - wish i'd found this answer earlier.. /sigh)

I didn't even need to do that. Just logged out, exited and booted up the game again. Works if you're not logged into your account it seems.

well, if at least i have know this before.
the actual problem with server dont frustrate me, this kind of thing can happen, but the fact that they have done nothing to inform people is unprofessional and unacceptable.
