If he did though, we, as players, would genuinely hate him (which is a good thing, because a video game emulating emotion is hard enough). I think it would be really interesting if, due to certain choices, Leng attacked your LI, and killed them. We would ALL be foaming at the mouth to kill him. And, if Bioware was generous, they'd let us kill him in a gruesome way. A paragon Shepard would just shoot Leng in the head. A renegade Shepard would shoot out his knee caps, then shoot him in the neck (or something around those lines).
Imagine him killing Tali, due to a bad choice that the player unknowingly made. I think I'd write to Bioware, and congratulate them on getting me so involved with a character, that I genuinely cared about them.
