And it would just be nice to have an actual reason to fight an N7.

How so? I only remember him telling Udina to shove it and walked. That being from Retribution and only an off hand background comment.

He gave sensitive Alliance intel to the turians, greatly damaging relationis and weakening our position in the galaxy. He is a traitor, plain and simple. He is also a moron for going after Cerberus when they are the only ones trying to save the galaxy from the Reapers.

I dont see kai leng bing able to kill jack, garrus or any of the LIs for that matter.
Kai Leng can easily kill Jack and Garrus because they are reckless fighters,
Kai Leng will give Tali false hope lika a cat playing with a mouse and devour her
Kai Leng and Thane will be the best fight Assassin vs. Assassin
Kai Leng is an N7 marine Kaiden and Ashley aren't
Kai Leng is Cerberus' top Assassin not Miranda or Jacob.
Funny that you skipped Liara in your list of kay "the butcher" leng possible "achievements".<_<
Oh and one more add... Ashley did completed N7 training as well (trained under same instructor as Shepard) but because of her family name she was denied to fully graduate as N7.

How is he a moron for trying to stop a terrorist operation with a litany of assassinations, back room scheming, and dubious scientific projects, most of which blow up in their faces as often as not.

You do. Anderson gave intel on Cerberus which listed Cerberus locations but which also listed Cerberus operatives within the Alliance. This gave the turians the excuse to arrest Alliance officers. Do you really think the turians will only grill them for intel on Cerberus? Hell no, they'll grill them for everything about the Alliance too.
Meanwhile the Alliance looks like a fool with sovereignity trampled all over and the mission wasn't even a success.

Bioware could just tell the Talimancers that they should not have made choice X. I mean, the ability to genuinely manipulate the players emotions into making a wrong choice could potentially change the way the world sees gaming. In 2 hours of film, skilled directors can make us love or hate a certain character. If it's a character we love, then it makes it easier to hate the villain. In 40 hours of game play, we can literally know the in's and out's of any character--something that not even the most skilled film maker can achieve. And if, after 25 hours, a character that we actually care for is taken away from us, we will react differently! In Star Wars, when Han gets frozen in carbonite, we, the viewers, can feel bad (even miserable) for him, but no matter what, we have to just go along with this. In ME3, if Leng killed Tali, Liara, Ash, or Garrus, we as series familiars would crack like eggs. And the great thing about this horror that would seize us? We wouldn't have to just go along with it! It would sh*t on everything books, movies, and television could do, because it would say: "She's dead... now go and deal with it!"
I can see it now:
Garrus: "Commander! That son of a b*tch is getting away! Quick, lets follow him through the relay! I want to take that monster down for killing Tali!!!"
*player thoughts* [i]Lets f*cking do this sh*t! I wanna rip this guy a new ****!
Joker: Commander, if we jump now, we'll lose this chance to join the first Alliance-Reaper assault, no telling how many people will die if we miss this opportunity!"
*player* Oh ****, Joker's right! But I wanna take Leng out!
Garrus: "One ship can't make all of the difference commander! Please, we've known Tali for ages! If we let Leng go, then Tali died for nothing! The Illusive Man and Leng will probably have cocktails while preparing to strike again! WE NEED THIS!"
*player* My head hurts now

I wouldn't call his a traitor, but he has to be one of the biggest fools in the Mass Effect games. I hope we get to give him the good ol' Shepard punch in ME3.
Anyways, I think Kai would be a pretty valuable squad member in ME3, and it would allow us to see the viewpoint of somebody who is fully loyal to Cerberus.

I consider that some much needed house cleaning. The Alliance will be better off in the long run with out a bunch of xenophobic extremists in their military hierarchy.

Giving sensitive military intel to a military and political rival when you don't have the authority to do so is treason. That is why Anderson resigns at the end. He knows he has done a bad thing and betrayed the Systems Alliance.
He's stupid, he's traitorous, he deserves to die.

Well, lets look at their skill levels:
Kasumi he could probably kill. But I doubt VERY much that he would ever find her. She would have to cripple him with Shadow strikes to kill him, which I doubt would be very effective.
Tali is a soldier for the Flotilla, but she's no where near as well trained as anyone else on Shepard's squad. She's probably the least well trained. A suit puncture could be catastrophic for her.
Garrus would be a damned good fight. Garrus is nearly a Spectre. He's got expert hand to hand skills, deadly sniper and rifle training, and is a Turian, which makes him physically superior to humans in many ways. He is careful, relentless, and has expert tactical abilities. Leng would have to trap him before killing him.
Thane would be an interesting fight. Thane probably has extensive training with every weapon in the book, and his hand to hand probably is better than even Shep's. But all Leng would have to do to exploit a weakness would be to damage Thane's lungs, forcing the Drell to cough, as Keplar syndrome seizes him. Leng would have to trap him too.
Grunt is a damn good Krogan, but ultimately, I think Krogan are all about over powering their opponents in one-on-one. He'd get a few good shots in, but would be killed eventually.
Samara is probably Shepard's best fighter after Garrus. 900 years of experience under her belt, trained with every weapon the galaxy has to offer, and biotics that rival an Asari Matriarch. If he managed to engage her in hand to hand, and briefly stem her biotics, he may just be able to over power her physically. Other than that, she'd give him a run for his money.
Mordin wouldn't be too difficult. He wouldn't be able to catch Mordin in a trap, but in any physical confrontation, he'd murder him. STG skills would have faded with age, and Mordin is 50.
Zaeed is probably Shepard's third most dangerous operatives. He'd be tough to kill, tough enough that I wouldn't bet on a fight between Zaeed and Leng. Ultimately, a trap would be ideal for taking him down. And a lot of shots to the head.
Ashley would do fairly well against Leng. Great hand to hand, along with great soldier skills would make her a tough b*tch to take down.
Liara would be fairly difficult to take down. Great biotics, hampered by merely good pistol/SMG skills.
Miranda would likely over estimate her chances, and get iced. She's got skills, and good biotics, but I just don't see her taking too many hits before going down. She's more of a schemer than a soldier.
Jack is an interesting fight. She would be fairly easy to manipulate into trapping and killing. If he tried to take her on in hand to hand, she'd probably turn him into a balloon. In hand to hand, she'd probably punch him with a biotic gauntlet that crushes his spine. I suppose with Jack it all depends on the battlefield.
Legion wouldn't give a ****. He'd just download into another Geth, and come back to take Leng out.
Wrex would shred Leng into cottage cheese. Too bad he's not on Shepard's squad. Too old. Too experienced. Too powerful, both with biotics, charisma, and weapons. I doubt anyone, even Garrus, could take Wrex out. Except for Shepard, of course.

jack when shes fighting isnt able to be used
grunt is stronger thant wrex
tali is just as trained as anyone else
mordin is he really 50?, his stg are still just as sharp and hes an expert in one on one combat, especially organics
samara would shred him like a puppy fighting a lawn mower
thane could take down shepard if it came to it
zaeed is just likee shepard
garrus would maul him
kasumi would be hard to kill , she can stealth so if she starts lossing shell just escape, her hand to hand skills are great

So Leng can kill everyone but Wrex? Let me guess, Wrex is your favorite character? lol. I think those same parameters that apply to Wrex would apply to Samara, lets not forget she took on a Spectre. And Jack isn't as stupid as people try to make her out to be, Zaeed, I wouldn't bet easily against him, he is a survivor. Being an N7 doesn't make you invincible, if Shepard wasn't wearing plot armor, they would probably get their ass kicked from time to time too. Hell Saren was kicking Shepard's ass, I don't they could have taken the SB one on one.
First off, don't consider Spectres > every other skilled merc out there.
For instance, while Tela Vasir is a Spectre, I highly doubt that, in a one on one against Samara, she would win. I doubt she could beat Zaeed. I doubt she could beat Garrus.
Second, Wrex is my third favorite character, after Kasumi and Garrus. The thing about Wrex being stronger than Samara is that his biotics, coupled with his size, coupled with his gun skills, coupled with his experience make him a force to be feared.
Second, Jack isn't stupid, I never said that. But she is VERY wreckless.
Jack: You think I'm stupid?
Shepard: This station is going down in flames. I have the only ship. I'm offering to take you with me. And you're arguing! (important to note that Jack was the reason the station was going down in flames)
She just doesn't think things through some times. She places too much confidence in her abilities. Hell, when she first saw the Cerberus ship, she started throwing a tantrum, and let her guard down, allowing a merc to take aim at Jack-- before Shepard shot him down.
