It is interesting that if you take Fenris with you to Sundermount he too will mention that Flemeth is more. As to her being Fen'Harel not so sure. It kinda seems plausible but if you bring Bethany with you she mentions regret and Flemeth's advise seems that there is more driving her then being a trickster of sorts.
Her involvement in both games has placed the hereos on their paths but we only seem to have Morrigan's influence that she is evil. She certainly has plans as does Morrigan but which side she falls on I look forward to seeing how it all falls into place.
