Ok this issue has been talk about a long time ago, but just wanted to update info. that I know and see if there is any new information out there. Thanks all.

Possible workaround.
Through some testing have found if you choose premade characters before create character ( local game) the crash does not happen.

I just wondering if ElgarL has fixed this or if ShaDoOoW patch has fixed this.

Didn't know about this, but no, its beyond my abilities, that can't be fixed via script/2da change, so only ElgarL
