You pretty much answered your own question... the Circles were merely "waiting for an excuse," and they got one. Kirkwall probably isnt even that important in the grand scheme of things, but it was the spark that lead the world to fall to pieces, and Cassandra was simply there to find out the truth about what started it all.
It really shows how inportent Anders is <as I see it>:
The outside mage group sister Nightingale talked about planned to use a successful mage rebellion in Kirkwall to trigger a world wide rebellion. The Chantry however was prepared to crush it and send their own message - Meredith had more power at her disposal than any normal Knight-Commander <like the Viscount position for all practical purposes>
Anders messed up the Divines plans when he blew up the Chantry and Meredith used the Right of Annulment on the circle even though they had nothing to do with it. That's the word that got out - that the Templars will kill all in a Circle on the slightest excuse - a better message than the outside mage group could have dreamed of.
