Hello.
I'll start by saying I'm not a good builder, definitely don't know all the nuances, and don't understand too well how the mechanics work. In DA:O+A I played with a Rogue focused almost entirely on DEX, and I simply didn't get hit and dealt great damage. I enjoyed that build very much, allowing me to use skills of finesse (unlocking, disarming, stealth, etc...) and pretty much able to solo, too.
I'd like a good DW Rogue build for DA2, please. I understand that this time I can't just simply bump DEX and waltz through everything?

It's targeted for Nightmare play, but AreleX' DW Assassin - One-Shot Overkill will probably be a good resource to consult. You might want to hunt for other DW rogue discussion in the Dragon Age II Characters, classes and Builds (Spoilers) forum which is the forum more suited for build discussions.

You will need dex and cunning, dex for atk and crit chance and cun for def and crit dmg (and of corse some points in willpower for stamina and in constitution for hp).
As for the talents:
First you should take Unforgiving Chain, since you don't have much activated talents in the beguinning you will have +20% (2%*10) critical chance for the most time.
Then you can go for explosive strikes and his upgrade (both avaiable at lvl 4) with unforgiving chain at 10 charges and the auto crit of the upgrade you can deal lots of dmg, especially if you use it on staggered enemies because of the combo (+400% extra dmg).
After that you should go for Twin Fangs, to one-shot enemy mages of whatever you want (the one-shot chance depends of your lvl and the dificulty).
You should also pick one of the specialist options (I prefer precision or power, power if you have harmony and all the upgrades and precision if not)
Blindside from the Scoundrel tree is also great (for greater effectivness it should be mixed with a tank that has Battle Synergy (with the Fearless Synergy upgrade) active, to ensure the enemy you figth will not attack you)
As for the specializations you should go to assasin (and another of your choise, both are fun), devious harm is especialy important because it increases your crit dmg gain of cunning from 1 point to 2 points (and so increases the dmg of all the auto crit talents like twin fangs, explosive stike (with upgrade) and assasinate. Using assasinate (upgraded) on a brittle target (best on bosses) will normally grant you a one-shot kill.
Adicionaly, with the vendetta talent form duelist and back-to-back from scoundrel you can teleport around the battlefield
