I've downloaded every single DLC available for ME2, but it keeps on telling me that I'm missing some.
I've re-downloaded the ones that are missing, but then it tells me that I'm missing more.
I can't even play the game until I download the DLC again, even though it's on my hard-drive.
WTF.

I think Praetor (who is usually resident on the 360 ME2 tech boards) suggested there could be a problem with server synchronization. We'll have to see how widespread the issue is, but it could also be a possibility for the apparent instability.

It would seem you've hit an impasse as to a possible solution, as redownloading is an obvious step to take.
(1) would suggest the need of a license transfer.
(2) may indicate a network issue (in which case we may expect the problem to be temporary).

As OBakaSama said, if you got a new XBox you really should transfer all your DLC licenses to the new console. If you're connected via XBox Live, it bypasses the console ID check, but anytime you or Xbox Live are having network issues, it could cause a problem.
The steps are really easy and you can find them right here: http://www.xbox.com/...eMigration/Home
After you transfer your licenses, you'll need to "redownload" all your DLC. You can que them up for download from the XBox site's download history page. I believe when you do the license trasnfer process it will take you there as your last step. You select what you want to download and when you fire up your XBox it will start "downloading" them automatically. Note that if the DLC is on the hard drive already it won't actually redownload them fully, so doing this should only take a few minutes, not hours.
If you still get the error after this, go into the system settings and look at all your DLC in the hard drive. See if there are any duplicates. When I got my new Xbox and did the transfer, for whatever reason I had two files labeled "Appearance Pack 1" and they were different file sizes. I'm not sure what caused this. File corruption perhaps? Either way, I just deleted the bad DLC, redownloaded them and everyting worked.
Also, deleting any DLC won't affect your save file as long as you can go back and download it.
