Well it was a setup to make the Qunari look bad. Which probably would never have worked since it was more of a plot device than a well thought out story. I mean even if the Qunari had killed Hawke and crew, how would Sister Petrice have used that? Would she have told people that she was part of it? Doubt it.

She probably would have.
I think she'd say she found a poor, abused Qunari mage who wanted to escape the Qun and join the Chantry. She helps him get in contact with a band of selfless adventurers who agree to escort him to safety, only to be ambushed and murdered by Qunari thugs.

That wouldn't be anything new and heart breaking. I am sure, humans already think in those terms about qunari, and elves think like that about humans... Only one thing can explain the quest, I guess. Sis Patrice is simply stupid.

I like it when you try and refuse this quest, the game basically ignores you.

One of the times in the game that basically take me out of the story. When you see a percieved choice only to be refused it. Granted refusing does give you friendship with some or rivalry with others. So it only serves that cause. But the icon should then just be a different symbol than the red X that denotes denial of quest.

Yes, but now there would be actual human blood shed over this matter. That's what's kept things in check so far, that the qunari have remained in their section of the docks and sequestered themselves, rather than attempting to spread the teachings of the qun at swordpoint. The minute that a human inhabitant of Kirkwall is killed, though, it will get the gears turning and force a reaction from the Viscount, rather than just more and more appeasement and peacekeeping.

Her plan is to spark a conflict through the act of bloodshed because of how it would change the current dynamic, which is currently precariously balanced. And, because it'd be a human life caught in the crossfire, it would spur the people of Kirkwall to call for the explusion or even deaths of the qunari because now one of 'us' has been killed by 'them.' Basic racism strategy, really, and the kind that has worked disturbingly well in the past.

Well, it is a main plot quest.  In that respect, it's no different than not being able to say "Nah. I'd rather not be a Warden" and have that actually work or tell Varric "Deep Roads expedition?  No thanks. You'll have to tell someone else's story, I guess"  The problem was the presentation: it didn't feel like a main plot quest, as it had no connection to what your main goal in that act was.

She'd still have to explain why she did not go to her superiours with it (Grand Cleric, etc.) and acted like she was smuggling. Not to mention her sudden interest in helping a mage, and a qunari of all, to freedom. I mean the Chantry does not usually support apostates. And why the qunari was never asked for his opinion on anything. If I have ever seen a poor plan, then this is one.

Somehow I see her claiming to have witnessed it or heard of it and investigated rather than taking credit for setting it up.  Eliminates questions of why she didn't tell the Grand Cleric or why she didn't have Templars escorting him.
