If I already payed for and subsequently downloaded dlc on my xbox 360 (say for Mass Effect 2) and I just baught Mass effect 2 for pc (xbox was stolen) will I have to pay to essentially redownload those dlc (Shadow Broker, Kasumi - Stolen Memory, Aegis Pack and Overlord Pack)?

Yes, you'll have to. If you're looking for a legitimate reason, it probably has something to do with licensing and what an expensive pain it would be to make everything play nice, especially with all of the charges that Microsoft imposes on the Xbox 360 version DLC. It's also difficult for you to prove that you're the same person that paid for the DLC on 360.
